Almost certainly, there is a huge amount of talent under our noses.
Why then, is there a perception that talent is so rare?
Largely it is because many leaders have become too lazy.
Too lazy to look for it themselves, to discover it, and to develop it.
I advise the 50% rule.
Try to find someone inside your company with a record of success (in any area)
and with an appetite for the job.
If they have 50% of what you need, give them the job.
In six months, they will have grown the other 50% and everyone will be satisfied.
